The K-Smart (Kerala Solutions for Managing Administrative Reformation and Transformation) e-governance project has commenced, aiming to make all services offered by local self-government bodies accessible online. In the first phase, the K-Smart project will be implemented in municipalities and corporations from January 1. The project seeks to enhance efficiency, transparency, eliminate corruption, and provide prompt services to citizens. Initially, eight services, including birth and death registration, marriage registration, trade and industry license, property tax, user management, file management, finance module, building permission, and public grievance redressal, will be available. The K-Smart App, developed by Information Kerala Mission, will also be accessible via mobile .
The project divides local body activities into 35 modules, providing an integrated platform for public access. Users can log in to the web portal, complete video KYC, and can avail services such as marriage registration also from abroad.
Using GIS technology to prepare the information of plots and buildings in digital form, building permits can be obtained faster. Through the ``Know Your Land'' feature in K-Smart, the public can know what types of buildings can be constructed in a place. As the software verifies and ensures that the plans submitted for the construction of the building are prepared according to the rules, the field inspections will be simplified and the construction permit will be obtained quickly. All the information such as how high the building can be built, how many meters of setback, etc. will be obtained through this.
K-Smart works by integrating technologies such as block chain, artificial intelligence, GIS/special data, chat bot, message integration, cloud computing and API integration between various software. A strong backend will ensure uninterrupted services.
K-Smart has also provided a mechanism to submit complaints online and resolve them and notify the complainant in time. Receipt of applications and complaints will be made available on applicant's WhatsApp and e-mail. Certificates will also be sent via WhatsApp and email. Dash Boards have been set up at the Local Self-Government level, District level and State level to monitor the functioning of the local government system and assess the progress of disposal of applications. By digitizing the audit system, the activities of local self-government institutions will be constantly monitored. From April 1, K-Smart will be extended to gram panchayats.
