Free membership for Scheduled Castes and Scheduled Tribes students in libraries under the State Library Council as part of enhancing reading habits. Caste certificate issued by the Village Officer is not required to be produced for the membership, instead the certificate issued by the promoters of Scheduled Castes and Scheduled Tribes Development Departments is sufficient. This of type of incentive is being introduced for the first time in India.
Libraries will be started with the help of Library Council through Community Reach Out in Scheduled Castes and Scheduled Tribes areas where there are no library facilities. Book collection will be ensured in 54 social studies rooms under Scheduled Tribes Development Department. The libraries of the 210 Vigynanwadis currently functioning in the Scheduled Caste Development Department will be expanded. A calendar of events will be prepared every month under the leadership of coordinators in Vigynanwadis and book readings, discussions, debates with authors, book writing classes, general knowledge classes, PSC exam training etc. will be organized as part of this.
Online digital library will be set up in the places where computer and internet facilities are available. The department will convert the buildings to provide virtual classroom facilities. The project will be implemented within the coming year.
