Government of Kerala constituted the Parliamentary Affairs Department with the aim of coordinating the activities of government, legislative assembly and houses of Parliament i.e.

--Planning and Co-ordination of the official business in the houses of Parliament and legislative assembly,

--Proposing dates for summoning and prorogation of the State Legislature,dissolution of the assembly,

--Governor's Address, liaison with leaders of parties,

--Implementation of eleven point programme under Parliamentary Gateway,

--Sitting and Reports of Legislative Assembly Committees,

--Preparation of the Business of each session of the House except legislation (including fixing dates for presentation of Budget,    Supplementary Budget and for discussion thereof),

--Establishment work of Institute of Parliamentary Affairs etc. 

 

The task of efficiently handling diverse and important Parliamentary work on behalf of Government in Assembly has been assigned to Parliamentary Affairs Department. This Department serves as an important link between the Legislative Assembly and the Government in respect of Government business in the Assembly. Parliamentary Affairs Department is providing back up services for the Co-ordination of Legislative matters in formulating Government decision on important issues.

Schemes & Programmes

 

1. Kerala Payment of Pensions to Members Legislature Act, 1976 and Rules.
2. Payment of Salaries and Allowances Act, 1951 and the Rules formed under the Act. This act provided for salaries and allowances of Ministers, the Speaker, Deputy Speaker, Leader Opposition, Chief Whip and Members of Legislative Assembly.
3. Liaison with Leaders of Political Parties.
4. Proposing dates for (a) summoning and (b) prorogation of the State Legislature. Dissolution of the Assembly, Governor's Address.
5. Planning and Co-ordination of the official business of the House.
6. Recommendation and allocation of Government time in the Legislature for discussion on motions given notice by Members of the State Legislature.
7. Preparation of the Business of each session of the House except legislation (including fixing dates of presentation of Budget, Supplementary Budge and for discussion thereof).
8. Project under Parliamentary Gateway. Implementation of eleven point programme under Parliamentary Gateway.
9. Establishment work of Institute of Parliamentary Affairs.
10. Follow up action on the Legislative Assembly Assurances relating to various departments.
11. Government Stand on Private Members Bills & Resolutions and Appointment of Members of the Legislature Committees and bodies set up by the Government.
12. Papers relating to Establishment matters of personnel of Legislature Secretariat specifically referred to the department.
13. Follow up action of the LA Question asked to Minister of Law and Parliamentary Affairs Department.
14. Maintenance of cash book and operation of Head of Account “2052-00-00-86-PAD.
15. Sitting and Reports of Legislative Assembly Committees.
16. Interpellation and related issues from Lok Sabha, Rajya Sabha.

1. Follow up action on the Legislative Assembly Assurances relating to the departments, viz., Food, Home, Housing, Industries, Planning & Economic Affairs, Public Works, Transport, Revenue and Taxes.
2. Government Stand on Private Members Bills & Resolutions and Appointment of Members of the Legislature Committees and bodies set up by Government.
3. Follow up action on the Legislative Assembly Assurances relating to the department, viz., Culture Election, General Administration, General Education, Higher Education, Health & Family Welfare, Labour and Rehabilitation, P&ARD (Personnel and Administration Reforms Department), Store Purchase, Vigilance, PRD and NORKA— Compilation of important orders/rules etc., issued by various departments of the Secretariat and its certificate called for and miscellaneous papers of the Department.
4. Papers relating to Establishment matters of personnel of Legislature Secretariat specifically referred to the department.
5. Follow up action of the LA Questions asked to Minister of Parliamentary Affairs Department.
6. Maintenance of cash book and operation of Head of Account "2052-00-00-86-PAD".
7. Follow up action on the Legislative Assembly Assurances relating to the departments, viz., Agriculture, Co-operation, Finance, Fisheries & Ports, Forest & Wildlife, Irrigation, Local Self Government, Power, Rural Development, SC/ST and Social Welfare.
8. Sitting and Reports of Legislative Assembly Committees.
9. Interpellation and related issues from Lok Sabha, and Rajya Sabha.
