Specially-Abled Citizens

The disabled students studying in Schools, Colleges and those who attending Professional, PG courses and technical trainings are being given scholarship by Social Justice Department. The annual family income of the applicant should be below Rs.36,000/- and they should obtain 40% marks in the examination in the previous year.

Guidelines for applying:

  • Disability category of students (Blind / Deaf / Orthopedically handicapped/ Mental Retardation).
  • Disability percentage (40 % or more).
  • Combined Annual income of the family should not exceed Rs 36,000/-
  • Those students who have not obtained 40% marks in the examination in the previous year need not apply.
  • In case of Blind students Reader's allowance will be provided.

How to avail:

  • The applications must be submitted after the commencement of Academic year (within 3 months)
  • The duly filled application forms must be submitted to the concerned District Social Justice Officer.
  • The Application form must be filled in completely; incomplete as well as late applications will be rejected.

This is   a scheme for giving an amount of Rs.10,000/- as the Marriage Assistance to physically handicapped girls and the daughters of physically handicapped parents.


  • Differently abled women and also to the differently abled parents for the marriage of their daughters


  • A one - time assistance of Rs. 10, 000/- is provided to the benefeciaries

Eligibility Criteria:

  • Combined Annual family income should not exceed Rs 36,000/-
  • Applications for Assistance can be submitted for the marriage of 2 daughters. The only condition applicable is that the application for second child's marriage can be submitted only after 3 years after the initial grant of allowance.
  • While submitting the application for marriage assistance the bride should have completed 18 years of age.

How to avail:

  • The application forms are to be obtained from District Social Justice Offices and to submit to the same office with required documents

  • Attested copy of Ration card.
  • Disability Identity card.

In Tailoring, DTP, Book Binding, Leather Work, MS Office, Mobile Phone Repairing, Printing, Computer Software and Hardware to Disabled
There are two Vocational Training Centres under this department at Thiruvananthapuram and Kozhikode.  These institutions are providing vocational training to disabled youths.  At Thiruvananthapuram centre training is imparted on Book Binding, Tailoring DTP, Book Binding, Leather Work, MS Office, Mobile Phone Repairing, Printing, Computer Software and Hardware to disabled youths. At Thiruvananthapuram centre training is imparted on Book Binding, Tailoring and Embroidery works, Computer training in DTP course and Fashion Designing.

As per the Census Report 2001 there are 8,60,794 disabled persons in Kerala. As per the Persons with Disability Act, it is mandatory to provide disability certificates to all disabled. The certificates are needed for granting pension and for availing other benefits from local bodies.

Out of the total disabled persons in Kerala around 1.5 lakhs where given disability certificate cum-identity cards and the remaining 7 lakhs need to be provided with disability certificate-cum-identity cards on a war footing. The disability certificates are issued by a competent medical board headed by the DMO. At present there is only one Medical Board at the district level which is insufficient to meet the requirements. The Medical Board consists of experts in the field of ENT, Orthopedics, Ophthalmology and Psychology/Neurology. In order to support the Medical Board, Audiologist is also required. Only Government Hospital experts are authorized by the Government to be the members of Medical Board but sufficient members are notavailable. Sufficient numbers of technicians are not available in government hospitals. Sufficient funds are not available for transportation of disabled and for meeting the expenses of the camps.


The objective of the scheme is that all the disabled in Kerala shall be provided laminated disability certificate-cum-identity cards in the next two years.As per G.O. (P) No. 71/2003/SWD dated 6/12/2003, Government have declared to issue identity cards to physically handicapped persons as an authentic document for all purpose. kerala State Social Security Mission is be the nodal agency for issuing this identity cards with the co-ordination of local bodies. Kerala State Social Security Mission have conducted Medical Camps and all the eligibel disabled persons who attend this camp will be given laminated photo identity cards.
