About
The Fisheries Department of Kerala, governed by the Minister for Fisheries, is considered to be one of the most important productive and developmental sectors of the state. About 3 percent of the economy is attributed to Fisheries. Department of Fisheries was established on 1st November1956.
The important duties of the department are:
- Implementation of the policy of the Government of Kerala for the socio-economic development of fishermen.
- Undertaking various production oriented schemes for the development of fisheries sector.
- Serving as agency for sustainable fishery and conservation of fish resources.
- Extension of fish culture in available water sources.
- Protect the interest of fisher folk, fish farmers, fish traders and exporters/consumers.
- Ensure disease-free quality shrimp/fish seed to farmers.
- Taking steps to assist fishermen and fish farmers to get better returns.
- Implementing schemes for increasing infrastructure in the coastal area.
- To develop new technologies in fisheries sector.
- Implement schemes for upgrading the educational status of the children of fishermen.
- Implement schemes for the welfare and upgrade of fishermen.
- Taking steps to assist fishermen and fish farmers to get better returns.
- Stabilisation of price of shrimp/fish seed.
- Development of marketing infrastructure for early marketing of the yield.
- Maintenance of hygienic fishing harbours, landing centres and auction halls.
- Make simplified rules and procedures and to be vigilant against all malpractices.
Fisheries sector plays a crucial role in the growth of Kerala's economy. The importance of fisheries sector in Kerala is well-known because this sector provides employment and income to more than one million people, either directly or indirectly. It satisfies the protein requirements of a considerable chunk of the underprivileged population and it provides considerable revenue especially in foreign exchange to the exchequer of the State. In India, Kerala occupies the foremost position in marine fish production, accounting for about 20% of the total landings.
Kerala with its extensive coastal belt of 590 km, 3600 sq.km. of exclusive economic Zone and an extensive inland water spread of about 4 lakh hectares provides with abundant fish. The total populace of fishermen residing in Kerala is estimated to be 11.114 lakh, which includes 8.55 lakh in the marine sector and 2.55 in the inland sector. Out of this, the number of active fishermen is 2.28 lakh (1.90 lakh in marine sector and 0.42 in the inland sector). Currently, there are 222 fishing villages in the marine and 113 fishery villages in the inland sector, where fishing and related aspects provide livelihood to a vast majority of population. Nearly 12% of the fisher folk eke out their living from allied activities like marketing/repairing nets, fish vending, processing and other activities. Although the fish catches from Kerala coast include more than 300 different species, the commercially important ones are about forty only. Prominent among them are seer fish, pomfret and prawn.
Although, Kerala boasts of the highest physical quality of life in the country as measured by human development indicators, it is a fact that the State's fishing community has largely been left out of the general development experience. Traditional fisher folk who had no other employment option suffered and as a community they continued to lag behind the rest of the State in all areas of development. The fishermen community could not be sidelined, as this sector gives the cheapest source of protein to the deprived sections of the society.
To change this disparity and to bring them part of the mainstream society, the government and fisheries department has undertaken various projects and programs for increasing production, for conserving and ensuring sustainable exploitation of fish wealth, for promoting cultivation of fish and prawns, for development of fishing harbours and facilities for landing of fish, for strengthening facilities for landing of fish, for strengthening facilities for marketing of fish, and for the uplift and welfare of the fisher folk. Way back in 1988, Kerala set the trend by using an annual fishing closure as a tool in the management of fisheries resources, and several coastal States in India have subsequently followed this route. Ban on monsoon trawling has proved to be an effective measure to conserve the fish resources for the sustainable development of fisheries in the State.

Components : Construction of a house building of 35 sq. meter plinth area
Beneficiary selection : By a committee under the Chairmanship of District Collector
Procedure : Application to be submitted by active Fishermen of BPL category having no house and having at least 1.5 cents of land and age between 18 to 60 years

Procedure : Premium to be paid is 1.8% of the unit cost (agreed value). Only 25% of the premium need be paid. Assured amount is 75% of the agreed value for total loss or constructive total loss (CTL) 75% of the repair cost is given if the repair cost exceeds 50% of the agreed value
