About

In Kerala, Agriculture Development & Farmers' Welfare Department deals with the formulation and implementation of various programmes/ activities to augment production of both food crops and cash crops in the State. It undertakes activities among farmers to promote scientific methods of cultivation plant protection etc. and also arranges the supply of high yielding varieties of seeds, seedlings, planting materials and plant protection chemicals to farmers.
 
Kerala is the only State in India having a well defined agriculture system starting from the Grama Panchayats. This system is supposed to be the most effective structure for agricultural extension. In fact, the Department makes a presence in all the Grama Panchayat through KrishiBhavans. The KrishiBhavan established at Panchayat level functions as grass root level functional as well as technical facilitator agency to farming community via schemes implemented through local bodies and the Department of Agriculture. Each KrishiBhavan is manned by technically qualified Agricultural Officers and supported by 2-3 Agricultural Assistants. The staff strength has to be assessed based on the number of farm families and the intensity of crops grown and necessary improvements are to be given. This system is to be strengthened and continued for the effective service delivery of the Department of Agriculture at the Grass root level.
 
The department also formulates policies and programmes relating to provision of credit to farmers. Agricultural Research, Education and Extension are three important functions of the department. It runs agricultural farms and also has an engineering wing.
 
The  Kerala State Agricultural Development Policy 2015 encompasses a vision of "ensuring a sizable income from farming along with food, water, livelihood security and modern living amenities to every citizen of the State by maintaining sustainability of the agriculture production system and develop agriculture as a worthwhile occupation capable of assuring a modern living with dignity and social status to farmers so that the future generation is attracted towards farming which must be a charming and challenging enterprise to them through the primary sectors like Animal Husbandry, Dairy, Inland Fisheries along with Crop Husbandry including harvesting and handling".

The Director of Agriculture is the head of the Department. The department has offices at the regional, district and Panchayat levels. It has a presence in all the village panchayat through Krishi Bhavans. There is a directorate of soil conservation, which has a soil conservation wing and soil survey wing. They undertake investigation preparation, and execution of all the soil conservation work.Agriculture Production Commissioner heads the Agriculture department and under him there is Secretary Agriculture and Secretary Animal Husbandry and Dairy Development. There are separate field departments for Animal Husbandry and Dairy Development.

The scheme aims to sustain rice cultivation and to augment the average productivity to more than 3 tonnes per hectare. To achieve this objective, a rice-based farming system approach is envisaged based on group farming concepts and group contact system enabling farmers to adopt improved production technology and scientific package of cultivation suited to each agro-climatic condition. The rice development programme will be concentrated in the major rice growing tracts of the State with natural endowments for augmenting rice productivity. The Comprehensive State Food Security Project, 90% Centrally Sponsored Rice Development Programme, RKVY programme for paddy development, Local Self Government's paddy schemes etc. will be integrated with this scheme wherever possible for enhancing productivity,reducing cost of cultivation and for increasing overall income from the land.
The group farming samithies will be revitalised through the SHG mode and the activities will be concentrated mainly in the predominant rice growing areas of the state. Short and long term seed programme will be implemented under strict norms of seed legislations and monitored by Seed Development Authority. Infrastructure support will be provided with the active involvement of Group Farming Samithies.Support will be given to the 11 Paddy Development Agencies for inputsl ike seeds, soil ameliorants, purchase of modern agricultural machinery,construction of godowns etc. based on the approved plans. A revolving fund will be provided to Seed Development Authority for creation of  infrastructure facility, operationalisation of RSG programme and to make it self-reliant.
Revitalisation of group farming activities The revitalisation of group farming activities will be concentrated in 1.43 lakh ha predominantly in rice growing tracts of the state. The objective of the group farming programme is to implement a package of measures capable of making rice production more attractive by reducing the cost of inputs, providing infrastructure and adopting modern farming technology through a group approach, so as to instill confidence among paddy farmers. Under the group-farming programme, problems faced by individual farmers are eased out and solved by group activity.The farming activities in each padasekharam are undertaken in each season in a co-ordinated manner as per an approved plan.

 

Activities proposed for group action
1. Mechanisation of land preparation for cost reduction
2. Use of uniform seed of an identified high yielding variety for each padasekharam
3. Pre-planned sowing and community nursery raising
4. Preparation of soil map for the padasekharam and need based nutrient application based on soil test data of padasekharams following integrated nutrient management practice with use of bio-fertilisers, organic manures, green manures and chemical fertilisers. The inputs will be arranged from depots to fields jointly.
5. Community weed control using weedicides
6. Organising joint plant protection operations following IPM
7. Application of soil ameliorants to correct soil pH
8. Following uniform crop rotation practices including raising of pulses /green manures / vegetables in the rice fallows
9. Mechanised harvesting and carrying out post harvest operation on a group basis
10.Organising seminars, campaigns, harvesting melas participating the farmers and to highlight their achievements.
The group farming samithies will be revitalised through self-help groups. An annual Action Plan for each season for every padasekharam for taking up identical variety and obtaining higher productivity by the adoption of modern technical know-how will be prepared by the Agricultural Officer of the Krishi Bhavan and got it approved by the Assistant Director of the Concerned Block. Common activities such as raising of community nursery, ploughing and other tillage operations,application of organic and inorganic manures, adoption of IPM techniques for the control of pests and diseases, weed control, irrigation and drainage facilities, value additions and marketing facilities will be organised through this revitalised group farming samithies.
2. Assistance for Paddy Development Agencies State Government has constituted 11-Paddy Development Agencies for tackling the problem of rice cultivation in special problem areas. Financial assistance will be provided for development of the problem area based on approved location specific projects and actual needs. An amount of Rs. 150.00 lakhs is earmarked for implementation of this component including the spill over commitment works. The work will be prioritised and fund will be provided based on the approved action plan submitted by the paddy Development Agencies.
Assistance to agencies will be limited to following components alone: -
i. Supply of inputs like seeds, soil ameliorants, fertilizers etc based on the field condition 
ii. Procurement of power tiller / tractor, petty and para and other modern machinery.
iii. Construction of godowns, common drying yards, etc.
3. Providing Green Card to Paddy Farmers.
An amount of Rs.5.00 lakhs is set apart for the implementation of the component "Providing Green Card to Paddy Farmers". Paddy Board the apex body of the state will monitor and coordinate the activities of all agencies involved in paddy development in the state, including Department of Agriculture.

Coconut Development Programme

project proposal for Coconut Development Programme2009-2010 for Rs.1452.50 lakhs. The main objectives of the scheme include taking measures to facilitate the adoption of economically viable farming system and to maximize productivity of coconuts through cut and removal of old and senile palms, replanting with disease tolerant seedlings, scientific management of the existing coconut gardens and providing irrigation facilities.

SEED AUTHORITY

The main programme carried out by Seed Authority is the Production of good quality paddy seed which is carried out in association with Kerala Agriculture University, Seed farms under Department of Agriculture, Krishi Bhavans and farmers of various padasekhara Samithies. The State has a well-organised seed programme, capable of ensuring timely and uninterrupted supply of quality seeds of HYVs suitable for different agro-climatic situations for sustained growth in rice production.
In the processing stage also various steps like processing of seed procured from farmers, transportation, of seeds as per the requirement of Krishi Bhavan etc. have to be attended by the Seed Authority.Seed Authority is also engaged in the timely distribution of seeds towards the implementation of both State and Central sector schemes covering the whole districts of the state in 3 paddy seasons.

Modernization of Departmental Laboratories

The laboratories functioning under the Department of Agriculture are aimed at monitoring the quality of inputs like fertilizers and pesticides supplied to farmers through analysis of samples and encouraging scientific fertilizer and manurial application by soil testing. Bio-control laboratory, bio-fertilizer laboratory and Biotechnology & Model Floriculture Centre are involved in the production of inputs which are widely used by farmers. There are 14 stationary and 9 mobile soil testing labs, one Central Soil Testing Lab, 2 fertilizer quality control laboratories, one pesticide testing lab, one bio-control lab, 2 bio-fertilizer laboratories, 2 seed testing laboratories and one Biotechnology & Model Floriculture Centre, 9 parasite breeding stations are involved in the activities mentioned above.
Strengthening of Central Soil Testing Laboratory, Central Soil Plant Health Centre and 14 district Soil Testing Laboratories and 9 Mobile Soil Testing Laboratorie
The strengthening includes purchase of modern equipments,replacement of old equipments, repair of equipments, purchase of glasswares and chemicals, AMC for laboratory equipments, Purchase of filter paper, refilling of gas in gas cylinders and enhancing infrastructural facilities of the laboratories.
Strengthening of State Pesticide testing laboratory, Thiruvananthapuram
In this laboratory, quality control analysis of the pesticides samples are carried out. So it is highly essential to strengthen this laboratory by providing highly sophisticated equipments. The repair of already purchased equipments, purchase of glasswares, chemicals, air conditioning of the laboratory, repair and maintenance of the laboratory, also have to be carried out.
Strengthening of Fertilizer quality control laboratories at Thiruvananthapuram and Palakkad
Quality control analysis of fertilizer samples are carried out in these laboratories. Strengthening of these laboratories will be done by providing modern equipments like Atomic Absorption Spectrophotometer, replacement of old equipments, repair of equipments, purchase of glasswares and chemicals, repair and maintenance of the laboratories, extension of laboratories etc

 

Strengthening of bio fertilizer laboratories

Two State Biofertilizer laboratories are functioning under the Department of Agriculture, one at Thiruvananthapuram and another at Palakkad. The demand for biofertilizers is increasing in the state especially in the context of organic farming. So it is necessary to provide the good quality biofertilizers to the farmers of the state at reasonable rate.

Strengthening of Bio-control Laboratory and Parasite Breeding Stations
Biological control is the best eco-friendly method of pest management. Use of bio-pesticides, releasing of predators and parasites and fungal/bacterial pathogens of pests are done in bio-control of pests.Under the Department of Agriculture, State Bio-control laboratory is functioning at Mannuthy in Thrissur District. Various formulations ofBio-control agents like Trichograma (Trichocards) used against pests of paddy, Pseudomonas, Trichoderma etc. are produced and distributed to farmers from this centre. These products have become very popular among the farmers and the demand is often higher than the production capacity of the lab. To augment the production of bio-control agents, the centres function need to be strengthened.

Maintenance of seed testing laboratories
The Seed Testing Laboratories functioning under the department is aimed at ensuring the quality of seeds supplied to farmers through various types of analysis of seed samples. The facilities of these labs can be strengthened to cater the needs of farming community. Creation of additional infrastructure facilities and purchase of equipments, chemicals, furniture etc., will be undertaken for the two seed testing laboratories at Thiruvananthapuram & Alappuzha.

Strengthening of Biotechnology and Model Floriculture Centre
This centre produce and distribute micro propagated (tissue culture plantlets) planting materials of Banana, Pepper, Anthurium, Orchids,Foliage plants etc. The activities of the lab has to be strengthened for augmenting production capacity. Procurement/replacement of equipments, replacement of existing air-conditioning facilities, AMC of the already purchased equipments, electricity charges has to be carried out in the lab during the year.

Drawal of samples for quality control analysis
For quality control programme, sampling of fertilizers, pesticides, biofertilizers, organic manures, bio pesticides, seeds and soil has to be undertaken. This will be done by the quality control inspectors of the Department of Agriculture. While drawing samples, from the pesticide and fertilizer dealers, payment has to be made for the drawn samples.

Executional Infrastructure
For carrying out various activities of the laboratories like collection of parent material, distribution of tissue culture plantlets, sampling of pesticides, fertilizers, organic manures, soil and other official activities etc the officers of the Department and laboratories have to conduct tours for which expenses are involved by way of fuel charge, maintenance charges, traveling expenses etc.

Integrated Pest Management System

In the current years budget  there is a provision of Rs.50.00 lakhs for implementation of the scheme Integrated Pest Management System.This is a continuing scheme.

Services & Activities

Activities to be implemented during the current financial year

The Special farms are to be modernised to function not only as production centres of quality planting materials but also as centres of demonstration of advanced agricultural technologies. The farms have to be provided with basic as well as sophisticated infrastructural facilities like green houses, irrigation support, tissue culture and hardening facilities, seed processing and storage facilities. The functioning and resource allocation will be modified in such a manner economically viable and commercially feasible.

 

Another amount of Rs.11.00 lakhs under the H/A : 2401-00-104-91 plan will be utilised for gap filling works at farms which are transferred to the District Panchayats.Provision for Rs.1.00 lakh under the captioned head is laid down for modernization works of Kannara Farm and Agricultural Demonstration Centre, Chalode.

 

Separate provision of Rs.4.50 lakhs is set apart for meeting the transportation expenses at the farm. An amount of Rs.6.50 lakhs is provided under the sub heads TE and POL @Rs.3.00 lakhs and Rs.3.50 lakhs respectively for meeting the traveling expenses of the farm officers and fuel charges towards transporting planting materials.

 

The following activities will be undertaken in each special farm in tune with the funds set apart for each component.

 

Purchase of newly evolved nucleus planting materials from KAU, NSC, Research Institutions etc. More importance should be given for the procurement of remunerative crops and planting materials of high value crops so that receipt of farm can be increased.Increasing the area under progeny orchards and mother gardensĀ· Purchase of inputs required for existing crops as well as for production of planting materials Increasing irrigation facilities including purchase of pumpsets,laying pipelines, modern agricultural machineries, syntex type water tanks, constructions of water tanks, installation of sprinkler system, drip system, etc.

 

To undertake any minor works, not exceeding Rs. 1.00 lakh, such as water harvesting structures, micronizers, land development,green houses, hardening facilities for tissue culture plantlets, fruit processing facilities, seed processing facilities, repair works etc.Meeting other contingencies including transportation cost.
