The Kothari Commission Report says; “The realization of the country’s aspirations involves changes in the knowledge, skills, interests and values of the people as a whole though the sound system of education. This is possible only through educational management”
The New Education Policy 1986 and Modified Education Policy 1992 emphasised the need for establishing state level institutions to make excellence in capacity building of educational functionaries. The District Primary Education Programme (DPEP) further outlined this critical need and provided funds. The Sarva Shiksha Abhiyan (SSA) provides for establishment of State Institute of Educational Management and Training (SIEMAT).In Kerala SIEMAT was established in July 2005.
