Vigilance and Anti- Corruption Bureau

The Vigilance & Anti-corruption Bureau, functioning as a separate Department since 1964, is the main Agency of the State to deal with Cases involving corruption. The Bureau conducts investigation/Enquiries into the following types of allegations involving Government Servants and Public Servants including those working in the Public sector undertakings of the State Government.
(i) Criminal misconduct of Public Servants as defined in PC Act 1988.
(ii) Dishonest or improper conduct or abuse of power by Public Servants.
(iii) Gross dereliction of duty or negligence.
(iv) Misappropriation of public funds involving more than Rs. 5,00,000/-
(v) Amassment of wealth disproportionate to the known sources of income.
(vi) Misuse of Public money or property.
Besides conducting investigation into Vigilance Cases, the Bureau also conducts Vigilance Enquiries, Confidential Verifications and Surprise Checks. The Bureau also collects intelligence report about corrupt officials. The functioning of the Bureau is governed by the guidelines issued by the State Government vide G.O. (P) No.65/92/Vig dated 12.5.1992 and G.O. (P) No.18/97/Vig dated 5.4.1997.
The Vigilance & Anti-Corruption Bureau is headed by the Director who is of the rank of Director General of Police. At present the Director is assisted by one Additional Director General of Police. There is a Superintendent of Police (Int.) functioning in the Directorate for assisting the Director in administrative matters and for supervising the work of Intelligence Branch.

The Ministerial Wing also includes 6 Junior Superintendents, 1 Cashier, 1 Head Clerk, 47 UDC/LDC’s, 1 Fair Copy Superintendent, 9 Typists, 6 Confidential Assistants, 1 Attender and 4 Peons in the Directorate.
The Legal Wing is headed by the Legal Adviser and he is assisted by 6 Additional Legal Advisers at Thiruvananthapuram, Kottayam, Thrissur and Kozhikode. They conduct the prosecution of the cases of the Bureau in the Special Courts and Enquiries in the Vigilance Tribunals.
A Technical Wing is also functioning in VACB Directorate consisting of one Executive Engineer (Civil) and one Asst. Executive Engineer (Civil), One Executive Engineer (Mechanical) and an Accounts Officer from the office of the Accountant General of Kerala. They assist the officers of the Bureau in investigations and enquiries involving technical matters.
An Intelligence wing under SP (Int.) is functioning at Directorate. He is assisted by an Inspector of Police and 5 Police men.
A Computer Wing consisting of highly qualified Police personnel working in this department looks after the data management and other IT needs of the Bureau. Efforts are underway for the comprehensive computerization of the Bureau to upgrade the efficiency of the Bureau.
(i) Range Level
There are four Ranges each headed by a Superintendent of Police with supervisory territorial jurisdiction located at Thiruvananthapuram, Kottayam, Ernakulam and Kozhikode. District Vigilance Units come under SP of Ranges.
(ii) District Level
In each of the 14 Revenue Districts, there is a Vigilance Unit headed by a Deputy Superintendent of Police.
(iii) Special Units
In addition, there are five Special Units each headed by a Superintendent of Police with state wide jurisdiction. These are, three Special Cells at Thiruvananthapuram, Ernakulam & Kozhikode and two Special Investigation Units (SIU-I & SIU-II) at Thiruvananthapuram. Special Cells are meant primarily for investigation of Disproportionate Assets cases.
(iv) Special Teams
One Special Team is functioning for investigation of cases relating to the Brahmapuram Diesel Power Plant (BDPP) at Ernakulam under one DySP.
