THE
KERALA INSTITUTE OF LABOUR AND EMPLOYMENT, THIRUVANANTHAPURAM
INTRODUCTION
The
Kerala Institute of Labour and Employment is an autonomous
body constituted by the Government of Kerala for the purpose
of training and research in labour and allied subjects.
The Institute started functioning on 04.02.1978 as a registered
society under the Travancore - Cochin Literary, Scientific
and Charitable Societies Registration Act, 1955. The Institute
is located at Bhageeratham, T.C.20/2469, Kuravankonam Market
Jn, Kowdiar, Thiruvananthapuram.
Sri.
P.K. Gurudasan, Hon’ble Minister for Labour and Excise
is the President and Sri. A. Sampath Ex.M.P. is the Chairman
of the Institute. Sri.K.V. Mohandas (Additional Labour Commissioner)
is now holding additional charge of the Executive Director.
OBJECTIVES
The
primary objective of the Institute is to provide for education,
training, and research in labour, employment and related
subjects, with special reference to Kerala. The scope and
functions of the Institute as stated in the Memorandum of
Association include:
(i) Oraganisation
and administration of training programmes, study courses,
conferences, seminars etc.
(ii) Organisation
and administration of research programmes directly by KILE
and support, promotion and co-ordination of such research
activities of other agencies including Universities and
other institutions of standing by an appropriate institutional
framework for the purpose.
(iii) Analysis
of specific problems encountered in the planning and implementation
of labour, employment and allied programmes for recommending
suitable remedial measures.
(iv) Preparation
and publication of books, periodicals and papers in furtherance
of the objectives of KILE.
(v)
Establishment,
maintenance and development of library, documentation centre
and information services.
(vi) Support,
promotion, co-ordination and direct undertaking of consultancy
and such other professional service activities as may be
necessary for the achievement of the objective of KILE.
(vii) Collaboration
with other institutions, in India or abroad, interested
in similar objectives.
(viii) Awarding fellowships, scholarships, prizes and stipends
in furtherance of the objectives of Kerala Institute of
Labour and Employment.
Activities
The
economic reforms are bringing far reaching changes in the
industrial and employment scenario of Kerala and Kerala
Labour has to face new challenges arising out of it. In
order to equip them to cope with the changing economic scenario,
to maintain a cordial industrial relations climate in the
State and to cultivate a new work culture among the three
partners of industrial relations - the Government, workers
and the management - the Institute is organising training
programmes, seminars, workshops etc., and undertakes research
programmes.
Funding
The
Institute is financed by Government of Kerala through grants
provided under plan and non-plan provision for each year.
The Other source of income to the Institute is the funded
training programmes/seminars conducted by the Institute.
ACTIVITIES
OF THE INSTITUTE
The
on going process of globalisation and economic reforms are
bringing far reaching changes in the Industrial scenario
of Kerala and the Kerala Labour has to face new challenges
arising out of it. In order to equip them to cope with the
changing economic scenario, to maintain a cordial Industrial
relations climate in the state and to cultivate a new work
culture among the three partners of the Industrial relations
the Government, workers and the management the Institute
is organising training programmes, seminars, workshops etc.,
and research programmes in the field of labour and employment.
Training
Programmes
The
Institute is organizing training programmes for trade union
representatives, worker representatives, management representatives,
government officers, especially officers in the labour,
employment and industrial training departments, staff of
various welfare fund boards etc., on topics related to labour
laws, industrial relations, work culture, behavioural sciences
and administrative matters. The details of the programmes
conducted by the Institute since its inception are enclosed
as Annexure I.
Workshops
/ Seminars
The
Institute has been regularly conducting workshops and seminars
of its own and in collaboration with other organizations
such as the Social Security Association of India (SSAI),
International Labour Organisation (ILO), and V.V.Giri National
Labour Institute (VVGNLI), Frederick Ebert Stiftung (FES)
at Sate and National level on current topics related to
Labour and Employment.
Research
programmes
The
Institute completed the work of all the 12 research projects
undertaken during the year 1998 through outside researchers.

KILE – IITM Project
Government
of Kerala accorded sanction to KILE to collaborate with
Indian Institute of Tourism Management for imparting professional
education for the children of Labour Vide G.O.(Rt)No.1382/05/LBR
dated 30-5-2005. Accordingly, the Institute entered into
an agreement with Indian Institute of Tourism Management
to conduct Hotel Management education programmes throughout
the State. The courses under KILE – IITM projects
are:
a. Post Graduate Diploma Course in Hotel management
b. Diploma in Hotel Management
c. Certificate course in Professional Cookery
d. Certificate Course in Restaurant and Counter Service.
e. Diploma in Fashion Designing
f. Certificate Course in Travel and Ticketing.

IITM and its franchises will run the courses as per the
schedule. KILE will be the monitoring and certifying authority
for the programme and will provide expert guidance to the
project. Student’s course fee is shared in the ratio
85:15 between IITM and KILE respectively. 15% of seats are
reserved for the children of members of the Labour Welfare
Fund Boards functioning in Kerala.
Organisation
structure
This autonomous body is functioning with the grant in aid
from the Government of Kerala. There are two Governing bodies.
The Hon’ble Minister for Labour, Government of Kerala
is the President. In addition to him there are 30 official
and non-official members. The Executive Council consists
of 11 members. The Vice President of the General Body is
the Chairman of the Executive Council and the Executive
Director is the Member Secretary of the Executive Council
The Institute is governed by the General Body and the Executive
Council.
