Brief
Note On The Activities
The
Kerala State Development Corporation of SC/ST Ltd. was
incorporated in the year 1972 by the Government of Kerala
with the main objective of uplifting the social and economic
status of SC and ST population of the State. The Corporation
is having its Registered Office at Thrissur and there
are 11 Regional Offices scattered through out the State
for implementing various income generating schemes formulated
to make the target population self-reliant in all spheres
of life.
The
Corporation is having authorized Share Capital of Rs.
50 cores of which Rs. 47.96 crores have been subscribed
so far by both the State and Central Govts. The sources
of finance for funding various schemes are our own Share
Capital loan assistance from other financing agencies
like NSFDC, NSTFDC, NSKFDC and HUDCO. The subsidy component
for the people below poverty line is mainly met out of
the SCA fund allotted to the Corporation, through budgetary
allocation.
There
are mainly two types of schemes
Considering
the developments that have been taking place in the modern
era and the changes occurring in the social and economic
environment of the society, nowadays we are giving more
importance to various job oriented schemes like Bio-technology
Lab, Personal Computer loan etc. keeping pace with the
advancement of technology.
With
the aim of providing easy self employment to the target
population, various transport schemes such as “Petrol
Auto”, “Minidor Pickup Van” etc. were implemented/are
being implemented through the financial assistance of
lending agencies. The eligible candidates who possess
valid driving licence can make use of the benefits of
this scheme. It is generally felt that such schemes are
very useful for the beneficiaries to earn their livelihood.
The
national Corporation namely NSFDC have devised a scheme
called “Micro Credit Finance” for providing soft loan
assistance to promote income generating activities through
out the country on a large scale. Hence we are also concentrating
on the same by giving loan for all petty income generating
activities like small business, trade, tiny/cottage industries
and so on. Our achievement under the scheme during the
last year was an all time record with physical and financial
achievement of 1030 Nos. and Rs. 121.55 lakhs respectively.
To
improve the social and economic conditions of agricultural
labourers belonging to SC Community who are either landless
or possess only marginal land, the Corporation has been
implementing certain fruitful schemes by using own funds
and by utilizing the financial assistance form NSFDC.
The beneficiary who avails of this scheme has to purchase
minimum 50 cents of land suitable for agricultural activities.
The total project cost per unit is Rs. 1.50 lakhs out
of which maximum loan amount is Rs. 1,00,000/- and maximum
subsidy portion is Rs. 50,000/-. Our last year’s performance
under this scheme was commendable as we could disburse
an amount of Rs. 479.73 lakhs to 387 families.
Apart
from the above, the Corporation has been providing educational
loan to the SC/ST students for pursuing the higher education.
The loan amount is upto Rs. 50,000/- for the studies within
the state and it will be a maximum of Rs. 1,00,000/- for
the studies outside the state but within the country.
The bright and deserving SC/ST students who want to go
abroad for pursuing Post Graduate Professional studies
can avail of educational loan not exceeding Rs. 10,00,000/-.
Another
on going viable project ‘Beneficiary Oriented Scheme’
provides financial assistance upto Rs. 50,000/- to eligible
and enterprising youths who are approaching the Corporation
with an intention of starting a self employment ventures,
viable in nature.
Recently,
the Corporation has introduced certain new schemes like
“mini Venture Loan” for starting a mini unit which may
undertake any industrial/
commercial, service or agricultural and allied activities.
Under this scheme the beneficiary has the freedom to choose
a viable project in accordance with his/her own interests,
and this has introduced enough flexibility in our lending
policy.
The
Corporation has also been conducting various training
programmes for improving the man power skills of the SC/ST
people and thereby to promote the success of self employment
ventures, undertaken by them. Major part of the training
cost will be met by NSFDC as grant. During this year,
two training programmes with participation of 25 nos.
and 6 nos. of trainees were undertaken under EDP and ‘TIG
& MIG Welding’ respectively.
Since
inception, till 31st December 2003, the Corporation
has assisted 130075 families with financial achievement
of Rs. 13877.48 lakhs.
During
this year, the Corporation could complete the construction
of our own building for the regional office at Idukky.
Further, the computerization of the accounting activities
of the Corporation is going on in full swing, which also
is a remarkable achievement.
