Centrally Sponsored Schemes

The following Centrally sponsored Schemes are being implemented through the Department of Municipal administration.

INTEGRATED DEVELOPMENT OF SMALL AND MEDIUM TOWNS (I.D.S.M.T)

Budget allocation (2002-2003) Rs.375 Lakhs 

The objectives of this Scheme are improvement of infrastructure facilities and creation of durable public assets in medium and small towns thereby reducing migration to bigger cities for jobs, decentralisation of economic growth and employment opportunities, dispersion of Urbanisation, increase of availability of sites for housing, commercial and industrial uses and orderly development and promotion of resource generating schemes for Urban Local Bodies. Till 1991 – 1992 the central Government and state Government met the expenditure under this scheme on 50:50 basis. The following 21 towns were taken up with this pattern of assistance.

Government of India revised the ratio of central and state assistance under  this scheme to 60:40 with effect from 1-4-92. The following towns were selected under the revised pattern of assistance.

In August 1995 the Government of India again revised the guidelines for implementation of the scheme. As per the revised guidelines, the towns eligible for selection under the scheme is grouped into the following 5 categories depending on the population of the town as per 1991 census.

The Central and State share of assistance will be in the form of grant. The following 13 towns have been selected under the above pattern of financial assistance.

      The Corporation of Kozhikode and the Municipality of Chengannur, Varkala, Pathanamthitta and Moovattupuzha have achieved considerable progress in the implementation of the scheme. North Paravr, Kodungalloor and Irinjalakuda were brought under this scheme only last year and have not made tangible physical achievements.

Government of India have recently delegated the power to prioritise the Municipal Bodies for bringing under this scheme to the state government Accordingly it has been decided to bring 8 towns under this scheme within the next five years.

The expenditure under the scheme during the previous year was Rs. 448.63 lakhs against the actual budgetary allocation of Rs.250/-. The additional fund required has been made available by re-appropriation.

MODERNISATION OF SLAUGHTER HOUSES; (50% C.S.S)

Budget Allocation (2002-2003)

RS 120 lakhs

The objectives of the Scheme are:-

  • To provide wholesome and hygienic meat to consumers.
  • To eliminate avoidable sufferings of animals.
  • To eliminate environmental pollution around slaughter houses and meat cutters.
  • To create awareness amongst the public, policy makers and decision-makers, consumers

As per the pattern of financial assistance, the Government of India will extend 50% as grant; the balance 50% is to be met by the State Government and the implementing agencies. Government as per GO (Rt.) No.1338/2000/LAD dated 26.03.2000 have ordered that 50% assistance under this scheme will be borne by the State Government and implementing Urban Local Bodies on 50:50 basis.

Thrissur and Trippunithura municipalities have already commissioned the project. In the corporation of Thiruvananthapuram and in the municipalities of Irinjalakkuda and Manchery, the projects are nearing completion. Three municipalities (Angamali and Kannur) have not taken up the project yet. Therefore it has been recommended to cancel the project sanctioned to them.

The proposals of the municipalities of Perumbavur, Chalakudy, Kottayam, Changanassery, Kasargod and Malappuram (Revised) are Pending before Government for sanction.

SWARNA JAYANTHI SHAHARI ROZGAR YOJANA (SJSRY)

Budget allocation 600 Lakhs (2002-2003)

Government of India has introduced. Swarna Jyanthi Shahari Rozgar Yojana (SJSRY) to replace the existing poverty alleviation schemes such as Nehru Rozgar yojana, Urban Basic Service for the poor and Prime Minister’s Integrated Urban Poverty Eradication Programme, with effect from 01-12-1997. The funding of the scheme is on 75:25 basis between the Central and State Government.     

This scheme consists of two broad components viz. Urban Self-Employment Programme (USEP) and Urban Wage Employment Programme (UWEP). USEP has three distinct components—(1) Assistance to individual Urban poor for setting up gainful self employment ventures (2) assistance to group of Urban poor women for setting up gainful self-employment ventures.

NATIONAL SLUM DEVELOPMENT PROGRAMME

Budget allocation 1025 Lakhs

This 100% CSS have been implemented from 1996-1997. The Local Bodies in the Urban slum can take up the following types of infrastructure development schemes. These activities can also be taken up in areas where majority of beneficiaries belongs to identified poor.

1.      Water supply

2.      Storm water drains

3.      Sewage

4.      Community bath room and toilet facilities

5.      Individual low cost latrines not exceeding Rs.2000/- per unit

6.      Street lights

7.      Widening and paving of existing lanes

8.      Community infrastructure like small roads, footpaths, informal education centres.

So far Government of India has released a total amount of RS 4841.68 lakhs under this Scheme to our State. The State Government has released the amount to the Urban Local Bodies as detailed below.

Externally Aided Project

KOCHI URBAN POVERTY REDUCTION SCHEME

Budget allocation – 950 Lakh (2002-2003)

  Besides the above on going schemes, one externally aided programme namely., Kochi Urban Poverty Reduction Scheme is being implemented in the Corporation of Kochi. The Programme is implemented with assistance from Overseas Development Agency (UK) in the form of grant. The objective of the programme is to improve the living conditions of about 1.95 lakhs of Urban poor in Kochi Corporation area. Improvement or up-gradation of water supply, sanitation, access roads, street lighting, garbage removal, health care and community development through education, training, and economic development activities are the major activities envisaged under the project. Implementation of the first phase of the project has already been started in selected pockets of the Corporation. The Corporation of Kochi is implementing this programme under the direct supervision Local Self Government Department is implementing this Programme.For DIRECTOR OF MUNICIPAL ADMINISTRATION
