Achievements

SETTING UP OF AN INFRASTRUCTURAL DEVELOPMENT CELL IN THE DIRECTORATE

            Government vide G.O.(Rt) No:659/2002/LSGD dated 23/03/2002 has decided to constitute and Infrastructure Development Cell in the Directorate so as to help the urban local bodies in the state to prepare Economically viable projects. It has also been decided to a State level monetary Committee consisting of the following persons to supervise the activities of the Cell.

Computerisation in Urban Local Bodies

Action is being taken to install computers in 26 Municipalities. The Development of Software for Revenue, Health, Town Planning Departments of Urban Local Bodies has been finalised in consultation with Information Kerala Mission. The first phase of training to the staff has been scheduled for the month of may 2002.

Revision of property tax in Urban local bodies

Government has appointed a expert committee to study the problems being faced by the Urban Local Bodies in the imposition of property tax. The Committee has already submitted the report. The recommendation of the committee is being examined at the Government level.

4. All Urban Local Bodies in the State are directed to urgent steps to upgrade the management system in the Urban Local Body by utilising the expendise of the best institution. Action has already being taken by the Government to deploy employee from other department as per the recommendations of the Administrative Reforms Committee.

Successful Implementation of Plan Schemes

Total Budgeting allocation for all the schemes intended be implemented during the last year was Rs.16527 lakhs out of which an amount of Rs.12251803 has been utilized. This comes 74% of the total allocation. The actual expenditure under the Centrally sponsored scheme of I.D.S.M.T was Rs.448.63 lakhs against the actual Budgetary allocation of Rs.250 lakhs. This is a major achievement as far as this department is concerned. This was possible due to the receipt of more central allocation to the State considering the best performance of the Urban Local Bodies where the scheme is successfully implemented. More over two more town viz. Pala and Ponnani has been brought under this centrally sponsored scheme during the last month with a total project cost of Rs. 757 lakhs.

(II)     SOLID WASTE DISPOSAL

More emphatic has been given for setting up of modern solid waste disposals projects in 6 urban local bodies RS 75 lakhs has been released to the six municipalities (viz. Kasargod, Pathanamthitta, Aluva, Thodupuzha, Pala and Mattannur) to set up Modern Scientific solid waste Disposal system.

Other Important activities

During the last year this department has taken up a new challenge to conduct urban house holding survey in the Urban Local Bodies to identify the Urban poor to residing below poverty line. The survey has successfully been completed inspite of many odds. All Urban Local Bodies in the State has published the ward wise draft list on 15th November 2001. Action is under way to publish the final report after rectifying the defects pointed out by the parties for inclusion and exclusion on the draft list.

          The responsibility to issue supervisory license to the Engineers, Supervisors etc. as envisaged under Kerala Building rules vested with this department more than 6000 licenses were already been issued. This has done without creating any additional staff.

This department has been designating as the nodal department to implement the recast centrally sponsored scheme of Balika Samridhi Yojana RS 10.51 lakhs allocated to this department by the Social Welfare Department will be reallocating to urban local bodies this year itself.

Rs.263.06 lakhs released by Central Government towards the Central assistance of  S.J.S.R.Y is made available to Kudumbasree without channelising the expenditure through the state budget.
