IN DETAIL

Planning section

During the financial year 02-03 Rs. 1175 lakhs had been provided in the budget under various plan schemes including 100% CSS.  The details of achievement  are as detailed below:

1. Development of Libraries and Laboratories

An amount of Rs.200 lakhs was  provided under this scheme.  This scheme is meant for the development  of Lab/Library facilities in Government college under the administrative control of this department. Rs. 163 lakhs has been utilised during the financial year for this purpose.  The balance unspent amount to the accumulation of unspent balance from various colleges which are meager could be re-allotted to other instructions as the surrender from the college has been reported at the fag end of the financial year.

2. Starting of New Courses

An amount of Rs. 75 lakhs was provided for this scheme.  This scheme is meant for the development infrastructural facilities of the newly started courses in Govt. Colleges.  Rs. 70 lakhs had been utilised for the purpose during the financial year.

3. Minor Works

An amount of Rs. 10 lakhs was provided in the budget.  Out of this  Rs. 9.75 lakhs has been utilised.  This scheme  meant for minor works in colleges and hostels such as repair and maintenance.

4. Matching Grants

An Amount of Rs.20 lakhs was provided in the budget as a matching grant.   An amount to Govt. colleges in par with the amount collected  by the colleges as  CDC funds.  The amount can be utilised for the infrastructural development of the colleges.  Out of 20 lakhs 19 lakhs was utilised.

5. Faculty Development

An amount of the Rs.100 lakhs was provided in the budget during 02-03 . This scheme is meant for providing refresher courses and seminars in Govt. Colleges Rs. 8.8 lakhs was utilised.

6. Modernization of this Department

Rs. 45 lakhs was provided in the budget during 02-03.  This was meant for the modernisation of of Directorate and Dy. Directorate of Collegiate Education on Rs. 19 lakhs had been utilised so far.

Fund

Rs. 500 lakhs was provided in the budget during the financial year 02-03.  Out of this Rs. 300 lakhs was utilised.  This scheme meant for establishing an educational and connecting universities and colleges.  This scheme is being implemented in collaboration with Indian Institute of Information Technology Museum, Kerala.

7. Music Colleges

Rs. 10 lakhs was provided in the budget during 02-03.  Out this 4 lakhs has been utilised.  This is meant exclusively for music colleges.  This fund can be utilised for the repair work of college buildings hostels musical equipment etc.  This department haws three music colleges.

8. State Level Training Centre

Rs. 10 lakhs was provided during the financial year 02-03.  No expenditure has been incurred.  This is meant for the functioning of a state level training institute to provide to college teachers.  This institute is not under the administrative control of this department.  Since there no request for fund from that institution.  The budget provision could not be utilised.

9. 100% Centrally Sponsored Scheme Teachers Training Institute

Rs. 165 lakhs was provided in the budget.  This is meant for   the exclusive use of teacher training Institute. This department has three colleges of teacher education and one institute of modernized  study in education.  Out of the total provision of Rs. 165 lakhs. Rs. 85 lakhs was meant for up gradation of the colleges, conducting Refresher courses expansion of Library and Lab facilities and also for meeting salaries against certain post created for the purpose.  Rs. 80 lakhs meant for the construction building.  This fund is operated by the PWD out Rs. 85 lakhs, Rs. 45 lakhs was expended.

10. Construction of Buildings

Rs. 40 lakhs was provided during 02-03.  This is meant for the construction of buildings.  This fund is operated by the PWD.

11. Centres of Excellence

7 Govt. colleges viz. University College Thiruvananthapuram, College for Women Thiruvananthapuram, Maharajas College, Ernakulam, Govt. Victoria College, Palakkad, Govt. College Chittur, Govt. Sanskrit College, Pattambi, and Govt. Brennen College Thalassery have been upgraded as Centers of Excellence.

Study Tou

Since study tour is a part of curriculum for BSc Botany, Zoology, Geology, Geography, Physics and for MSs Botany, Zoology, Geology, Physics, Chemistry etc this students have spend money for the same from their own pockets.  From the financial 2001 onwards funds has not been provided in the budget.

F.I.P  OF  U.G.C.

The details of  the scheme implemented with UGC assistance during the year 02-03 are as follows:-   The program of ensuring efficiency of college teachers, the UGC has provided facilities upto undergo deputation to M.Phil /P.hD  course during the 9th plan period.  The number of teachers who under go FIP upto 31,3,02 as give below; below.

UGC has decided to provide extension of the period of fellowship to those teachers who could not avail full time of two years in the case of PhD course and one year to M.Phil program during the 9th Plan.  The extension fellowship is applicable only to the teachers who were earlier give less than two years and one year in the case of P.hD and M.Phil program respectively.
